Currently there is no option to use only AP formatting for time without, at a minimum, an appended month. This Feature request is to allow the option to show the month or not, same as the ability to show the year.

There are several issues I see with modifying this module to basically have an option to show only the time. For one, adding an option would cause all existing uses to suddenly stop showing the date because the setting was not set. Instead, I suggest simplifying with a new module for AP style time. I can do a Drupal 7 module for that, but I am not yet comfortable with Drupal 8 development.
