Taxonomy terms used by tac_lite to grant permissions are not returned by restws

Problem/Motivation

When using restws module together with tac_lite, I found out that you can remotelly recover normal taxonomies but not the ones used by tac_lite to grant or restrict access. For now, to make it work, I have granted the permission "administer tac_lite" to my restws api user.

Proposed resolution

Let this taxonomies to be accesed by a restws api user maybe with a new custom permission.
