That patch should be added to drupal core, and DvG makefile until it is committed to a new drupal release.

It was introduced in 7.50 and partially fixes in 7.53. Another option would be to set jquery to a newer version but that introduces too many risks for existing sites.

Attached patch adds the patch from #2843240-5: IE11 & Chrome(PointerEvents enabled) & some Firefox scroll to the top of the page after dragging the bottom item with jquery 1.5 <-> 1.11 to the drupal-org-core.make file.
