It appears that there are still a handful of features that were never entirely ported over from Drupal 6. These features have options in the UI that are disabled. Disabled options are confusing to users because there's no indication of what it is they need to do to enable them. In the case of these options, there isn't anything a user can do, so I recommend we remove them from the user interface entirely.

By setting #access to FALSE they will be safely hidden from view, but still in the code for developers to work on as necessary.
