Problem/Motivation

Modules are supposed to provide a Help text page per the HELP text standards for Core and Contrib. While there is help built into Fivestar, it is of a different nature than that described as being implemented via hook_help, so this issue is created just to implement this portion.

Write a help text according to https://www.drupal.org/node/632280
