It would be an improvement to have a permission to edit a field, but not to add, remove or reoder any field delta.

If I have a field with 5 values I can change any value but not reorder or remove or add one.

The use case: I have a node with a paragraphs field with a given order of values. The user can change any paragrahs item, but cannot change its order or add or remove an item.
