DCI_Jobtype should be set by the api version, not configured in the environment settings

Currently the DCI_Jobtype is set in the query of the environment settings in settings.php. This should come from whatever the API version is, and should be set to 'simpletest' for d8, and 'simpletestlegacy7' for d7, and not be connected to the environments at all.
