There is no definitive way to see if a site is built on OA. There is only a couple tools to tell if it is Drupal

http://isthissitebuiltwithdrupal.com is one of them

The only way would be to compare source code or comparing functionality of the two. If it is a highly modified version of OA, then that would be pretty hard.
