A list over all those t('string')'s that appear inside the viewed page with links to their corresponding edit paths is a very handy feature. It makes it easier to translate those strings without the need to search for them in the locale translation UI. To narrow the targets, the admin / moderator should specify contexts to all custom t('') strings..

Core provides basic functionality for interface translation. I think that Core is not the place for this add-on feature.
