Contact form in Drupal 8 when the file was posted by an anonymous user does not save the file. It works only for registered users.

How to reproduce the bug:
1. Add the contact form field of type File.
2. Send the file as an anonymous user.
As a result, the form is saved without the file.

I've confirmed this is still occurring. Files uploaded by anonymous users are not saved. I note also that files uploaded by authenticated users are saved but only as 'Temporary' so these would still be lost if you have temp file cleanup enabled.
