The numbers in PackageTypeListBuilder (dimensions, weight) are not outputted in a language-specific way. We need to inject the "physical.number_formatter" and use it, just like we use it in the physical formatters.

Committed, thanks. Tweaked the constructor to call the parent constructor cause that's cleaner.
