Problem/Motivation

Actually caused by to fixe structure on Overview list for Taxonomy term, we can't have the devel operation on Term list... That is caused by $operation hard-coded in buildForm method during the building of form/list.

We have already few feedback on it and we need your help do move core in views standard.

Proposed resolution

Because we can't wait that in Form mode manager module specifically we have found an solution ton avoid this problem @see https://www.drupal.org/node/2704387#comment-11840138 But we need to see if these have no conflict if few module decide to override that in same time ...

@woprrr thanks for reporting!
Devel desn't override the Taxonomy Overview builder so there should be no problem. I think that discuss on that in #2469567: Entity operations for terms are hardcoded in taxonomy terms's overview page could be a good start.
