Provide pager location option for mini pager

Under Pager, Page by date has a Pager position option of top, bottom, or both. However, the Mini pager does not have a position option, always displaying at the bottom.

This means that if I have both types of pagers on a website, and I am using a top date pager, then they are shown with on at the top and the other at the bottom, which looks odd.

Please add top/bottom/both functionality to the mini pager.
