Is there a module that I can use that will allow me to add ads either using links or images that individuals would like to place on my site. I would also like to be able to place the ads on all sides of the pages and on to be able to control in which pages they will appear.

My suggestion
My suggestion would be to create a block in views for each ad. Make a CCK content type for the ad and have the view display only 1 node. Then you can place the block on whichever area of the site you choose and be able to select which pages it will go on.

Thank you for your responds, unfortunently I am still new at Drupal and I havent used views or cck module yet so I wouldnt know how to set it up the way you explained it.

Why not just use the simple solution? Create custom blocks and add the proper HTML codes provided by the advertisers?
If you want to control in which pages they'll appear, the blocks can handle that too.
Try exploring
Admin > Site building > Blocks > Add blocks
