Currently parent option is always cloned on the top of submenu despite unselected checkbox in Drupal settings.

I am also having an issue where the parent appears to be cloned into its submenu in 8.x-1.3

Am I looking at the wrong file, or is it possible that the code has changed significantly since the patch in #2?
