Why was this issue closed?
Let me try to restate what I am looking for. The problem is for non-administrative users, the folders list/display in the IMCE file manager under the public:// are not displayed in alphabetical order. Rather they are displayed in the order the folders were created. This makes no sense. The folder list should be in alphabetical order for all users. We are currently running Drupal 8.3.5
