Looking at #2654732: Module PathAuto does not transliterates url from title and #2655776: Enable transliteration by default it looks like transliteration should be working out of the box. I have noticed on our multilingual site that Japanese and Korean titles are not converting. Is this a bug in the module?

It should definitely work, yes. There was a recent fix around fields that contain path or url, maybe that was why it didn't work. Please try again with the latest dev.

Oh, that issue is actually not in yet: #2773573: AliasCleaner preg_match for tokens is too broad
