i am currently using drupal 7.52 and since updating the core from drupal 7.51 i am getting template errors and blocks module is not working properly.
i have installed a clean version of drupal 7.53 and that as a clean installation has problems.
has anyone else had any problems? and how can this be resolved as causing major issues.

also on each page these errors appear.

cilefen CreditAttribution: cilefen commentedGenerally, you want to put new information that is fundamental to understanding the issue into the issue summary so people can find it, as text in images is not indexed in this issue queue.
It seems that as though the expected theme regions were not returned by system_region_list(). Is the screenshot you posted on the block demo page (admin/structure/block/demo/$theme)? Do these notices appear on every page?

but to answer your question, these notices appear on every page, when viewing and when updating pages.
Now i thought it was theme/template issue. But i have installed the clean version of drupal 7.53 and that has the same issue.
The only thing that temporarily takes the notices away is when you place information in each of the defined blocks, but the problem you get then is the page becomes cluttered and when updating information on the page all the notices all appear again anyway.

so kinda baffled why this issue isn't being seen by other users at all?

i have installed the fresh version of drupal 7.53 again on my test box with a new database the details are as follows:-

you can see when you goto the admin URL all the errors are on display.
