The reason it's probably not configurable is because I don't think it makes sense to select any widget other than the one provided by Workbench Moderation. That widget contains the logic used to load the acceptable moderation states into the select list. Any other widget may even be a security issue, but I'm not sure.
Until it's possible to lock a field's widget type, I think it might be better to add a fake moderation state field as an "extra field" and use its weight to determine the weight of the hidden entity reference field.
