I just created https://www.drupal.org/project/keycdn as I could not find any other way to send the cache tag headers in the first place. Perhaps we should move the purger module into the keycdn module? Thats how cloudflare organizes things. You would be a maintainer of the keycdn project for sure.
One pressing issue that impacts both modules is the 8K header limit of KeyCDN. We really have to hash cache tags like Fastly and Cludflare modules do. This hashing needs to be done in both modules.
