The link text if being URL encoded, meaning that links with arabic text are not displayed correctly. The link URL should be URL encoded, but the text should not.

This is the same as issue https://www.drupal.org/node/2223897, but as that was closed with no fix I thought I would create a new ticket with a patch so it doesn't get lost.
