I'm updating orders and want to send an email to the customer at the same time to let them of a change in status and send the order comment. I check the 'Send e-mail notification on update' box and the email is not being sent.

E-mail notifications depend on Rules, so they aren't working yet in 8.x-4.x. See #2644882: [meta] Port Rules integration to D8 #2640736: [meta] Tracking the status of the D8 port

Please help out if you would like to get this resolved.
