The class RegisterStreamWrappersPass responsible for registering PHP stream wrappers does not utilize priority for the tagged stream_wrapper services which means the services are sorted by module name/weight. This results in a situation where multiple modules can provide stream wrapper for the public stream(for example) and only the last one in the list will be used without any chance to alter the priority of any other service.

I have a use case where I have stream wrapper for the Google Cloud Storage and it has constant for a bucket that it uses by default and I have created another stream wrapper service that extends this class and changes the bucket for the same scheme so that I can use the same "driver" on multiple sites with different buckets.

The lack of sorting by priority makes this absolutely impossible to use.
