Sorry if this is a duplicate, I couldn't see anything in the issue queue for 8.x.

I flagged as major as it is breaking core functionality of the drop buttons.

Drop-down buttons are not working.

Steps to replicate

* Clean install with Bootstrap (used 8.x-3.0)
* Enable Bootstrap and set admin theme to default
* Create one page
* Visit the admin content page (/admin/content)

Expected the Edit / Delete operations for the content, only Edit is accessible.

<div class="links btn-group">
  <button data-url="/node/1/edit" class="btn-xs button js-form-submit form-submit btn-default btn icon-before" type="submit" name="op" value="Edit"><span class="icon glyphicon glyphicon-pencil" aria-hidden="true"></span>
  <ul class="dropdown-menu" role="menu"><li><a href="/node/1/delete" hreflang="en">Delete</a></li></ul>

Using Seven theme

<div class="dropbutton-wrapper dropbutton-multiple"><div class="dropbutton-widget">
<ul class="dropbutton">
<li class="edit dropbutton-action"><a href="/node/1/edit?destination=/admin/content" hreflang="en">Edit</a></li>
<li class="dropbutton-toggle"><button type="button"><span class="dropbutton-arrow"><span class="visually-hidden">List additional actions</span></span></button></li>
<li class="delete dropbutton-action secondary-action"><a href="/node/1/delete?destination=/admin/content" hreflang="en">Delete</a></li></ul>

Issue is both related to the HTML and Scripts, adding a custom block with the Seven button HTML on pages with drop-buttons was functional with Seven, broken on Bootstrap.

Disabling the Icon & Colorize options had no effect on the outcome.
