I noticed something odd when rewriting the results of fields (e.g. "Override the output of this field with custom text") in combination with disabling "Display all values in the same row":
The result of the view shows both all fields in the same row, as well as each field in a separate row. The first row of the resultset has all fields separated by a comma, and the following rows show these fields separately. So, for instance, when a view should have 3 results, it shows 4 instead.
The version of Views we're running is 8.2.3

I tested this on 9.4.x, standard install, with devel generated content and was not able to reproduce this error. I tested the cases that were in the Issue Summary.
Therefore, closing as outdated.
If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
