When I upload a file to a e.g. article and I want to link this file in CKEditor, Linkit is not able to find this file. I have to save the article, edit again and then the file can be found.

Yes, this is by design. Linkit will only link to files that has "FILE_STATUS_PERMANENT" as status which in this case will be after the node is saved.

There is no way for Linkit to know that the files will become permanent before they are.

Links to temporary files does not make any sense.
