The cart listing page (/admin/commerce/orders/carts) doe snot have the same filters as the main order listing page.

Tried to test this by applying patch and flushing cache but I still don't get the exposed filter in the carts listing page. Do we need to do anything else?

You can't just apply the patch. You need to import the view, again. And it needs a update hook.
