According to my migration attempts and core/modules/block/src/Plugin/migrate/process/BlockPluginId.php;
only blocks originating from "aggregator", "menu" and "blocks" are migrated. Others are ignored (with no migration message).

"views" blocks are thus ignored from D6 - D8 migration.
