I was really tempted to mark this as "Closed (works as designed)", but this isn't the first time this has been brought up.

Ironically, even the main page of http://drupal-bootstrap.org says how that site is constructed:

The majority of this site is automatically generated from source files located through out the project's repository. Topics are extracted from Markdown files and the rest is extracted from embedded PHP comments.

Most topics/pages will have a "Source" listed at the bottom of each page linking to the file that it was generated/extracted from.

You can modify any of the files in this project's repository and provide a patch (e.g. ./docs for markdown topics or the various PHP/twig files).

I suspect that additional documentation regarding how to "contribute" to documentation should be mentioned here:
