Encourage security coverage by emailing maintainers

Once #2787165: Add security advisory coverage field to projects is implemented, we want to encourage new maintainers to opt in to security team support. We can send email(s) reminding the project owner is sent at 30/45/90 days explaining their module doesn’t get security team coverage, maybe they want to enable it.
