The XML file used as the source of the Migration for the menu that mimics the menu at the bottom of Canada.ca was not properly translated to French. The links appear to be the correct French version of the links, but the labels are all still in English.

Attaching a patch to the XML with updated labels. Migrate rollback and re-migrate with this patch seems to solve the issue.
