Add an option to the dvg_datab module settings so the documents fetched from the DataB service can be fetched in strict mode (only fetch documents where the current date is between that document's start and end date).

This patch should add this functionality. It however needs further testing. At the moment there wasn't a document in the available dataset that would be filtered out of the results if this works and I don't have the ability to add a test case to this dataset since it comes from the external DataB service.

Patch looks clean to me, but we should leave this open until it has been tested by the customer!
Will review it when our customer says it works!
