Change the comment form

Hi, i need to make to changes to comment form, it uses ckeditor. i want to remove the select box to use the text format, i want all coments use the same text format, no matter what text formats are available to the user, and i want to change the link to formattings guidelines, i want it point to a node i choose, so i can write my own.
