When exporting the database backup the exported database dump contains broken encoding.
I'm using site with 2 languages - English and Latvian - default Latvian

Drupal 8.2.1
Backup Migrate 8.x-4.0-alpha1

Node body texts and titles - if they contain UTF-8 characters (āēīŽĢ...) are exported as "?".

If I do the same database export with PHPMyadmin - everything works fine and I can import it back again and encoding stays correct - except it is necessary to do small change in the exported database dump: https://www.drupal.org/node/2496331
