Panels title translation default language

I'm trying to translate pane titles using string translation. I have Panels Translation module enabled. I can get the Panel title string to appear in the translation list and it shows that my other, non-default, language is not translated (the two letter language code has a strike through it). However, when I click the translate link the only option I have is to translate the value to the default language (in this case English).

So, to be clear, I have an English value that can only be translated to English. My site's other language isn't labeled above the Edit String translation field, so I can't actually translate the title.

All of the other site strings correctly show the other language (the one with the strike through it) when I click the edit link on the Translate Interface table.

Any suggestions?
