For management purposes, it can be useful to have permissions set to be granted/denied access to certain configuration sets. E.g. managing a configuration set of Product names can be in the realm of marketing while managing technical configuration sets can be granted only for the support team.

mxhWould it be useful to distinct between using configurations (e.g. attaching to text formats and nodes/comments) and managing configurations (via admin/config)?

mxhI won't implement the disitinction between administering and using configurations. Only administration permissions will be added. Usage permissions cause too high complexity.
