Alright, I'm aware that the Content Access module exists for this but it is not listed as a stable release for D7.

I can't be the only one who needs to be able to control access to a node (such as a basic page or other custom content type) based on user role, can I?

There must be a way to add "node visibility by user role" to the box at the bottom of the new content creation screen where they put the publishing, comments, and other options.

Are these settings built into D8?

node specific permissions cannot be achieved with core alone. content access is the only method to get there. Though not marked stable, it's used on more than 74K reported installations.

You can use the Content Access Module for this, the dev branch is usable. Been using it for my sites aswell.
