Offer to maintain the 'i18n' project 7.x branch

My motivation to become maintainer i18n is because this module has not had any commits in 11 months and I really really really want this patch to be committed:

#2338735: hook_menu_link_alter() should set $item['i18n_tsid']

a HUGE performance gain is achieved by using this patch, EVERYONE should have it, and it warrants a release which I could take care of for this project.

Also, all my Drupal 7 implementations use the i18n module and depend on this module working correctly.
