Cannot add content in panel [#2820703]

I have upgraded the Panels module to the latest version i.e. 7.x-3.8.
It was working properly.
When upgraded, I am not able to add content from the admin anymore.

It shows ajax error popup which contains the message on the bottom 'Content options are divided by category. Please select a category from the left to proceed'. Please check the attachment for more information.

Note: There is no any javascript error.
Also I have tried applying default jquery version, other versions of jquery as well.
The popup appears in every jquery version.

There is no issue while using it in fresh install of drupal and panels. It may be the redirect issue. Probably there may be some redirection code because i had a same problem where i changed all the Upper case letters to lower case using htaccess and it caused the same issue.

Thanx for you response.
I have similar type of redirection rule written in .htaccess.
Because of that the ajax url was being redirected.
