Request for 'confirmed' role

I just tested a patch for the external_entities module and would like to post the comment about it in the following issue thread:

Here is the comment I'm trying to post:

I installed this module on a fresh instance of Drupal 8, imported the external entity types YML config I built from the UI, and uninstalled the module. Everything ran smoothly and cleared the External Entities config from the config table. From testing with the patch and without the patch, I can confirm that this patch allows uninstallation of the External Entities module. Why has this patch failed testing? Can you provide a case for when it fails?
