Problem/Motivation

\Drupal\field\FieldConfigAccessControlHandler uses the administer $entity_type_id fields permission, but that is defined in \Drupal\field_ui\FieldUiPermissions::fieldPermissions().

This constitutes a dependency of field on field_ui module, which is a bug.

In particular, access to field configuration entities - even if only using the API (or REST/...) - cannot be properly checked without Field UI.

This was fixed in #2843756: EntityResource: Provide comprehensive test coverage for FieldStorageConfig entity.

Therefore, closing as outdated. If this is incorrect reopen the issue, by setting the status to 'Active', and add a comment explaining what still needs to be done.
