Not work for me (try dev too).
Set redirect from http://drupal.ws/site/white-house to http://drupal.ws/sitemap (https://nimbus.everhelper.me/client/notes/share/603019/wactbmplehkb2mnhxg2x) but no result. (Drupal 8.2.0)

@webt: site/whitehouse and /sitemap , there url's are ALIASES to any other paths or normal path's.

Sorry, that is not the answer. There were no notifications.
Yes, patch cured the situation. Redirect from alias (site/white-house → ...) works.

@webt: So only issue is notification is not displaying after redirect right, and remaining works fine.
