We can parse the projects from this large XML file to 'freshen' the respective text files.
https://updates.drupal.org/release-history/project-list/all/projects.xml

There may be other more appropriate sources but that could give a decent start.

Here's the patch to update them all. This may render #2768785: Update alldistros.txt allmodules.txt allthemes.txt somewhat outdated because it allows people without SQL access to update the list. But I'll post the diff to that as well (Warning it's big, and why it's not here too)
