On fresh install of module, smtp.settings.yml file is already created (version control?) and installation of the module doesn't work because the file cannot be there when it first gets installed.

I use the module an it work as expected and I manage the configuration using CMI and I don't have any problem.

Can you give us a little more info? If no I think that we cannot reproduce the issue.

The module doesn't do anything different from what other modules do: the settings file is put in the config/install directory inside the directory containing the module.

It's not clear why you get the error. Can you describe the steps necessary to reproduce the error?
