It may be a good idea to have included a default Shipping method. I put together a set of Shipping rules structure, which may cover most cases. The attached table contains a sample interface for easy setup of multiple Shipping rules.

What you want is a table-like plugin, where you can enter different prices for different quantities and weights.

That's a good idea, but outside the scope of this module.

You might want to port one of these modules to D8:
