IPE shows able to Edit, when permissions are set otherwise.

With the new update to 7.x-3.7, we noticed the following.

We have two content types that are not editable by a specific role of user. When a user of that role navigates to that page, they see the Customize This Page button at the bottom of the page. When they click it, they get You are Not Authorized (which is correct).

Then, when you reload the page, that button is no longer visible, which is the desired state of affairs.

I looked at the code and it's possible that the issue is with panels_renderer_ipe.class.php file.
