Problem/Motivation

Currently there's no way to target all "confirm" forms, especially for theming confirm-form.html.twig when the only variable to work with is {{ form }}. This requires altering the form directly.

Proposed resolution

Implement BaseFormIdInterface on ConfirmFormBase and provide a default confirm_form base_form_id. It can still be overridden.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main.
