Don't add unmodified config overrides to install profile

Problem/Motivation

We offer the ability to add configuration provided by installed extensions to the install profile. This allows features developers to override extension defaults.

It's possible to configure package assignment methods in such a way that such configuration is automatically assigned to the Profile feature.

In such cases, it only makes sense to save the overrides to the install profile if indeed they are customized from the defaults.
