Could you link to the file where this is required?

I imagine that such a page should be automatically generated from the source code (by some script maybe) so we avoid it becoming outdated so quickly.

I can't say it's 'required by' as such. Certainly as a base path it should exist. As core modules will all have links to /documentation/modules/ Also as any theme with a breadcrumb to the 3th level child pages would link to a 404. Robots also would then be able to crawl.

I too would be happy if there was a tool to autogenerate or maintain the /documentation/modules page. (:

We are in the process of migrating documentation into the new system. I am pretty sure once we get to the core modules documentation, there will be a parent guide for those, which could be used for this url. Should be done in the next couple of weeks.

The documentation guide for core modules is Core modules. It has been decided to use a different URL.
