I have the archive download, bu I can't seem to find the directory I need to put it in. I'm not sure what I'm doing wrong or how o actually get this installed

Hope you have downloaded the module from module page CKEditor - WYSIWYG HTML editor. Since it is a contributed module, place it in sites/all/modules/contrib directory. Check the link below for installation process for the same.

I've downloaded the correct module, I'm just having difficulty finding the sites/all/modules directory
"sites" directory is in the
"sites" directory is in the root of Drupal installation.

you will have a sites folder. If you don't have all/modules you create them. same with the libraries folder
